    CAMPBELL, Maxwelton S. - Memorial services for Maxwelton, "Max" S. Campbell, former Whatcom County engineer and prominent Northwest civil engineer, will be at 2 p.m. Saturday at St. Margaret's Episcopal Church in Bellevue, with the Rev. Stephen Gehrig officiating. Mr. Campbell died Sunday at a nursing home in Coupeville, where he had lived for the last two years. Son of Bellingham pioneers William and Hallie Campbell, he was born May 18, 1907, in Bellingham. He graduated from Bellingham High School and received his bachelor's degree from Oregon State University in Corvalis, Ore. He earned a master's degree in sanitation engineering from the University of North Carolina in Chapel Hill. He then became County Engineer for Whatcom County until he became Chief Engineer for the Washington State Health Department in 1934. He was made a partner of H. D. Fowler Corporatation in Bellevue in 1945, and as a result of that association, was actively involved in the materials and equipment aspects of many water, waste and treatment plants throughout the Northwest. He was a technical associate of the Pulp and Paper Industry, a diplomat at the Academy of Sanitary Engineers, and a lifetime member of the American Society of Civil Engineers and Waterworks Association. Mr. Campbell also was a member and former trustee of the Maiden Bauer Bay Yacht Club, and avid mountain climber, skier, sailor and fisherman. Survivors include his wife, Margaret Schupp Campbell, of Oak Harbor; two daughters, Candice Campbell Peterson of Fairfield, Iowa and Wendy Campbell DeWinter of Kirkland; a sister, Hallie Elizabeth Wright of Alameda, Calif.; and a grandchild. Arrangements are by Jones Funeral Home.
